Why is my kitchen paint chipping and peeling?

I just moved into a new house a few months ago, and I'm seeing some concerning issues with the paint in my kitchen. There's color seeping through the brand new white paint, and the chipping seems particularly bad in this area. I've checked for water damage, especially since we removed the dishwasher on the other side of the wall, but I didn't notice anything unusual there. What could be causing this paint problem, and how can I fix it? I have some photos if you want to take a look!

It looks like the previous paint job might not have had proper prep work done, which can lead to adhesion issues where the new paint isn't sticking, and the old color is bleeding through. To tackle this, you'll want to start by scraping off the peeling paint, washing the surface with a mild detergent, letting it dry well, then priming it with a sealer like BIN before repainting. I noticed similar damage when I moved in too, but my inspector thought it was old damage since there weren't any leaks. It could also be caused by the dog's water bowl if there was moisture involved. You might be dealing with particle board that won’t hold paint anymore. A good fix would be to pry off the quarter-round at the bottom, scrape off the old blistered paint, and then glue a new thin wood panel over the damaged area. After priming and painting the new piece, you can put the quarter-round back, and it’ll look good as new!
