I'm working on a 2'x2'x12" footer for a one-story structure, and I'm unsure if I should be bending the rebar or if it's better to cut and tie it. Also, should I use two levels of rebar, placing one 3" from the bottom and another 3" from the top? Do I need to include vertical rebar as well?

You don't have to bend the rebar if you prefer cutting it. Just make sure you properly tie the pieces together. Consider whether you want one set of rebar 3” from the bottom or if you need two levels—having another near the top could improve stability.
You can bend rebar around corners and for vertical supports, but make sure the overlaps on the bends are appropriate. As for how much overlap, it’s typically a foot, but you might want to check the specific requirements for your project.
It’s really best to consult with a structural engineer for your situation. But if you want to know about bending versus cutting, bending is definitely an option; just use a good vise or a bending tool. If you're going to cut, the ends need to overlap by about 40 diameters for the best strength. Also, remember that permits might be needed if this is going to be a living space.
