How to Deal with High Humidity in My Rental Apartment?

I currently live in a rental apartment in a coastal area of California, and I'm struggling with high humidity levels in my bedroom, which stay around 75%. We've tried using a dehumidifier, but it only helps while it's running, as the humidity shoots back up as soon as we turn it off. Unfortunately, we don't have an HVAC system. Does anyone have suggestions on how to manage this?
