I've got this unfinished area under my stairs that has bare concrete, and I was thinking about using some leftover MDF flooring panels or even carpet. I've heard that moisture can really mess with MDF and could be a problem if I lay it right on the concrete. So, is it a bad idea to do either of these directly on the concrete floor?

You're spot on about MDF and moisture! It's really not a good combo. Once MDF gets wet, it can get ruined. If you really want to lay down that MDF, make sure to first put down a waterproof underlayment. But before you do anything, test for moisture by taping a clear plastic sheet on the floor for a few days. If you see moisture buildup, I'd rethink the whole flooring idea there.
I'd steer clear of putting MDF directly on concrete. A better approach would be to lay down a layer of landscaping fabric first to cushion things a bit, then install some dimpled plastic membrane and finally your flooring on top. This way, you’re minimizing any moisture risks.
Honestly, I wouldn't advise going that route at all. You're better off exploring other options.
