He showed me a picture with some dust and quoted me around $400 for the service. I'm a bit skeptical about whether this is necessary or a bit of a scam. What do you all think?

You might want to trust your instincts on this one! It seems a bit excessive, especially for a furnace that’s only 4 years old. You could consider looking for another company to get a second opinion.
