What Should I Do About a Constant High-Pitched Noise in My New Apartment?

I've just moved into a relatively new apartment and I can't seem to escape this annoying high-pitched noise every time I open my windows. It feels like it's coming from outside my building. I have a balcony, but it's almost unbearable to go out there because of this sound. There are some electrical towers nearby, so I'm wondering if they might be the culprits. Has anyone experienced something similar or have any suggestions on what I can do about it?

There are a lot of potential sources for that high-pitched noise. It could be anything from transformers to coil whine or even your AC unit.
