I'm looking to hang a 17 lb picture, and I've been using some anchors that I'm not confident about. I've heard great things about zip toggles but I'm wondering if they might be overkill for this weight. Can anyone recommend good drywall anchors that would securely hold this weight?

If your picture is framed, you might want to try the Easy Tie 2-Hole D-Ring Kit from Home Depot. It's rated for 30 lbs and seems to hold up well without issues.
You should definitely check out the 3M Claw anchors! They hold really well and cause almost no damage to the wall. But if you’re not interested in those, the screw-in anchors are pretty solid too!
The Ook picture hangers are also a great option if you want something different!
For peace of mind, regular toggle bolts or zip toggles will definitely do the trick! Even if it's a bit overkill, it’s better to have that security and not worry about it later.
True! You could also go for a nail-in picture hanger. They’re cheaper and leave smaller holes when you take them down.
I really like the Ook "Professional" hangers. They’re super easy to install and cause minimal damage to the wall. For your picture, the two or three nail versions should work perfectly fine.
