I just need to get the critical load setup, move the existing breakers, and install a 12000XP inverter right next to the main panel. However, I've received quotes ranging from $4,000 to $7,000, which feels high to me. A few years back, I had a 60 amp 14-50R outlet installed for under $500. Considering this seems more complicated, is this really the current cost for just the installation of an inverter and critical load panel?

It doesn’t sound like you mentioned anything about a cutoff or transfer switch, which might mean the electricians think you’re looking to install a grid-tied system instead. Make sure to clarify what you actually need!
From my experience, the materials might run you about $500. As for labor, a journeyman electrician might charge anywhere from $1,500 to $3,000. I’d totally help out for a grand if I could, but I’m not licensed!
