I have sumps in my three-car garage, with one sump in each parking space. They collect water from the snow runoff on my cars, and I just spent the day bucket-ing out water to get them dryish again. Is this how sumps are supposed to work? I've never had a garage with sumps before, so is this a normal situation? Am I going to have to clear them out every spring?

That sounds like a neat setup! You might want to consider using a shop vac next time to suck the water out more efficiently. They can handle quite a lot of liquid!
Usually, sumps are meant to drain water to a specific spot where a pump is installed to remove it. Have you checked if there's any piping or drainage leading from the sumps?
Yeah, I checked, but there doesn’t seem to be any piping or drainage in place. I would share pictures, but this forum only allows text.
For some reason, I didn't think a shop vac could handle that much water. After reading your comment, I looked it up, and it seems totally feasible. Thanks for the tip!
