I'm thinking about adding jasmine on a trellis to the top of a low brick wall between my yard and my neighbors'. However, I'm worried that it might not be the best idea since it'll likely spread over to my neighbor's side. What are your thoughts on using vines for privacy screens and fence toppers?

Vines can definitely be tricky! They tend to grow way beyond where you want them. If you're not careful, they could easily invade your neighbor's space. But you might be able to train them to grow in a certain direction using a trellis or something similar. Just keep that in mind when deciding!
That sounds like a solid plan! A trellis directing them away from the wall could work well.
