Trust me, you'll end up needing tools that can add another $300-$400 to your project cost. Good quality plywood is already around $120 a sheet, and you'll probably need 2 sheets to replicate a full-size Billy. If you want to save some cash, just go for the IKEA shelves. But if you're itching to start woodworking as a hobby, try a smaller project first, like a bench or box, then work your way up to shelves.
