Best Casters for My Custom Tool Carts?

I'm planning to build a couple of custom wooden tool carts for my garage and basement, but the floors aren't exactly flat. I need casters that meet certain criteria: they have to have locking features, allow height adjustment, and most importantly, the wheels must always touch the floor. The reason for this last point is that I'll be moving these carts around frequently, so I want them to be level based on where I use them, and ready to roll back to storage without losing adjustments.

I think your idea with the threaded stem caster could work, but just keep in mind that each time you lift the casters to roll the cart, you'll have to reset those height adjustments. If you’re adapting the height constantly, it could get a bit tedious. Just something to think about!

It might be better to use a setup where the wheels can drop down for mobility, while having solid legs with height-adjustable feet. This way, you get stability and still have the option to move it around easily.
