I'm trying to install a ceiling-mounted clothes bar to a concrete ceiling and I've done my research. I think drop-in anchors might be the best option for securing it. The mounting hardware I'm using needs a 10-32 bolt or M5 x 0.8 machine screw, so I have a couple of questions: should I be using a 5/32" masonry bit for drilling, and what size drop-in anchors should I go with?

When you're selecting anchors, always check the hardware specs from the anchor manufacturer for the right drill size. It seems like you might be approaching this a bit backward. Make sure the anchors match your intended hardware—this will make everything easier!
It sounds like your mounting holes on the clothes bar take 10-32 or M5 bolts. From my experience, those holes should really be about 3/16" or 5mm. I haven't seen drop-in anchors smaller than 1/4". You might want to try some 3/16 tapcon screws; they're great for concrete and come with a masonry drill bit. Just a heads up, you will need a hammer drill for those! They can handle a good amount of weight, too.
