I'm looking to fill in small gaps in the poured concrete and block wall of my utility room/workshop before giving it a fresh white paint job. I'd like to smooth it out a bit—more like (re)pointing than parging. There aren't any structural issues; it's purely for aesthetics. I plan to use a cold chisel to knock off some high spots first. Is mortar, specifically Type N for its ease of use indoors, the right choice for filling the low spots?
