I'm looking for advice on what to use to fill a hole in the concrete foundation beneath my rusting bulkhead door. The hole is about 6 inches by 1 to 2 inches, and I want to seal it up to prevent moisture and keep mice out.

You should definitely consider using hydraulic cement for that hole. It's specifically designed for repairs like this and can handle moisture really well!
Spray foam could work, but for a more permanent fix, I'd recommend getting concrete patch. There’s a good product from Sakrete that's fast-setting and reinforced with fiberglass, making it super durable. You can find it at hardware stores like Home Depot.
