Best Material to Patch a Hole in Concrete Foundation?

I'm looking for advice on what to use to fill a hole in the concrete foundation beneath my rusting bulkhead door. The hole is about 6 inches by 1 to 2 inches, and I want to seal it up to prevent moisture and keep mice out.

Spray foam could work, but for a more permanent fix, I'd recommend getting concrete patch. There’s a good product from Sakrete that's fast-setting and reinforced with fiberglass, making it super durable. You can find it at hardware stores like Home Depot.
