I'm looking to use PVC baseboard trim in my son's basement room and closet, but I've come across concerns about off-gassing from this material lasting for years. Is there a sealer or paint that I can apply to minimize this off-gassing effect?

The off-gassing from PVC will be minimal, so it shouldn't really be a big deal. If you do notice any strange odors after a few days, a good primer or sealer like Zinsser Bulls Eye 1-2-3 could be helpful. Speaking of odors, just avoid using any of that harsh plumbing glue with your trim!
I wouldn't worry too much, especially with PVC being used in an environment like a basement. If you were installing it directly off the production line, that'd be different, but after all that time at the factory and in stores, there's not much off-gassing left to be concerned about.
You might want to consider using polystyrene instead since it has nearly zero VOC emissions. But honestly, the PVC should only off-gas in small amounts after a week or two. If you’re really worried, just keep it in your garage for a bit before installing it.
