The shelf can hold over 20 lbs, and I need it for an air purifier that weighs less than 10 lbs. My cabinet is made of standard 1/2 inch thick particle board, but I want to avoid any sharp screws or protrusions on the inside, as it's a frequently used cabinet. Would toggle bolts work for this? I can thread from the inside since the air purifier will cover the holes, but I need something low-profile too.

You might want to consider using Chicago screws with some fender washers inside. This way, you won’t have sharp edges where you usually reach in, and it keeps everything nice and secure! Plus, it's a pretty clean look on the outside.
Another idea is to use covers for the screws. If you’re handy, you could also cut down the screws from the inside with a hacksaw, or place a small piece of wood inside to give the screw a better hold. It’s a good trick to have a bit more material to secure them to.
You can also consider drilling holes and using a small nut and bolt to mount the shelf. It gives you a sturdy hold without the worry of sharp edges inside the cabinet.
Also, think about using an acorn nut on the inside. It has a nice rounded shape that won't snag or hurt your hands while reaching in.
