Best Way to Clean Concrete After Removing Old Pet-Stained Floor Covering?

I just bought a charming old farmhouse, but one of the rooms has this weird smell even after I've painted the walls and cleaned up the old vinyl flooring. When I finally pulled up the vinyl, I found a bunch of newspapers that were soaked with years of pet urine, and wow, what a stench! I've removed all that mess and now I'm left with just the bare concrete. What should I do to clean this porous concrete before putting down new vinyl flooring? I can't take the time to properly level the floor right now, so I'm looking for effective cleaning solutions.
