Best Way to Seal a Gas Meter Cutout in Concrete to Stop Water From Leaking Into the Basement?

Hi everyone! I recently purchased a house and found a small leak at the basement wall. Outside, near the leak, there's a gas meter with a hole cut into the concrete, and it's only partially filled with gravel. I want to ensure that I can still access the gas meter for servicing while also preventing water from seeping into the basement through this opening. What's the best way to seal it up safely? I'd recommend filling that hole with cement first. After that, you can apply a waterproofing layer, like tar, to give it extra protection. Even some waterproof paint might do the trick! Just make sure not to cover the gas line itself.

Thanks for the suggestion! I was thinking of using a larger diameter sleeve around the gas line and sealing that off. That way, it stays protected, and they can still service it if needed.
