Best Ways to Wallpaper Over Knockdown Textured Walls?

I'm looking for advice on wallpapering over walls with knockdown texture in my closet. I'd like to add some MDF paneling or wood slat panels, and I'm a bit torn on the best way to approach the wallpaper part. Here are my thoughts on the options: 1. Skim coat the wall, then apply traditional or pre-pasted wallpaper.
2. Simply wallpaper over the existing knockdown texture.
3. Use some inexpensive flat surface like MDF and wallpaper over that.
4. Maybe there's a better option I'm not considering? I'm leaning towards using a flat surface for the panels, but I'm concerned about cheaper fiber boards bubbling, plus I want to keep it budget-friendly. What have your experiences been with this?

You can find 4x8 ft hardboard wall panels for around $10-15 at big box stores. I used them for a board and batten wall, and there was no bubbling at all. They should work fine for wallpaper, but just a heads up—you might see the seams between panels once the wallpaper is up.
