I think that might be a *Graptosedum vera higgins*. The webbing looks like a regular spider web, so you can just rinse it off without any worries about pests.
Another possibility is *Graptopetalum paraguayense*. It would benefit from a smaller pot with better draining soil, and you might want to remove the webbing for good measure.
Wait, should I really go for a smaller pot? I thought a bigger one would help it grow better!
