Can I Drill Step Holes Manually Without a Drill Press?

I'm trying to drill holes that step down from 2 inches to 1.5 inches at a specific depth. I'm wondering if there's a way to do this with just a manual drill. I've heard about using drill stops, but I can't find any tutorials or specific tools that would help. Is it possible to achieve this with a regular drill?

You can definitely mark your drill's depth using tape! Just wrap some masking tape around the bit at your desired depth. This can help you see how deep you're drilling. Just remember to go slow to avoid mistakes. But I get it, if you're repeating this 24 times, tape might wear out fast. There could be better options though!
