I'm thinking about adding solar panels to my roof, but I'm a bit unsure about it. My roof has a layer of shingles beneath a metal roof, and I live in an area where we don't get snow. Is this a bad idea? How can I make sure it's safe to install solar panels on top of this setup?

If you've got a metal roof, you might be in the clear! You shouldn't need to worry about taking anything off for a while. I recommend checking out the S-5 fastener line specifically designed for metal roofs. They should work perfectly for your solar setup!
Not an engineer here, but as someone who sells roofing, I can tell you that having a metal roof installed over shingles isn't always ideal. The way it's attached can cause issues down the line, especially with the fasteners. It might be a good idea to remove the shingles to avoid having to deal with multiple layers eventually. Just a thought!
It really boils down to how your metal roof is installed. If it’s properly strapped with a waterproof membrane over the shingles and tied back to the rafters, you should be alright. If the installation just puts the metal on top of the shingles without securing it correctly, you could run into some serious problems like leaks or wind damage later on. Just make sure to check your setup first!
