I'm tasked with changing some fluorescent tubes at work, but we have a lot of breakers, and I don't want to accidentally shut off the wrong one. Is it safe to just turn off the light switch and change the bulb like that?

Yes, you can change a fluorescent tube with just the switch turned off. The design keeps the parts that could shock you out of reach, so it's pretty similar to switching a regular light bulb. Just stay clear of the electrifying bits!
I'd say that's okay! Just a tip: tape the switch in the off position and leave a bold note on it that says 'Do Not Touch.' Better safe than sorry at work!
