I'm thinking about placing a tall outdoor propane heater on my patio, which is located under my deck. My main concern is whether the heat from the top of the heater could potentially damage the wooden deck above it. What should I consider to ensure this setup is safe?

Check your heater's manual! It usually has all the required spacing and clearance information. If it suggests a minimum distance between the heater and any surfaces, stick to that. That's the best way to ensure you won't have any issues.
I personally wouldn't recommend this unless you know for sure that there are no vent holes in the eve blocks of your house. You could end up pumping carbon monoxide into the attic if there are any venting issues, which isn't safe at all.
It's really important to check how much clearance you have between the heater and the bottom of your deck. If there isn't enough space, you might run into problems with heat buildup. It's a good idea to monitor the temperature of the wood above while the heater is running. If it starts to feel warmer than just lukewarm, you should definitely reconsider the setup.
