Is it permissible to do this with a ready-to-assemble shaker cabinet while still having easy access? Also, are there any building codes or safety regulations that require these utilities to remain exposed?

What about the pole coming out of the boxes? If I moved the watering controller below, would that still let me install a cabinet on the wall without covering the electrical boxes?
