Can Insulation Really Help Reduce Traffic Noise?

Hey everyone! I live in an old house built in 1890, and it's right next to a busy street. I've replaced the windows, but they didn't seem to make much of a difference in noise reduction. Now, I'm considering adding blown-in or injected insulation to the exterior walls. How effective is insulation for cutting down traffic noise? What kind of noise reduction can I realistically expect from this?
