I totally feel you! I had the worst experience trying to get a permit for my detached garage. Paid a ton for an inspection, and the inspector just walked in, took a look around, and left without any real inspection. It was a total waste of time and money. Now, I just go without permits for small projects and wouldn't recommend it unless it's absolutely necessary.
Honestly, I think a face-to-face visit to the permit office is the best route. I've found that they can really help if you just ask them directly. I've spent a lot of time at those offices for past projects, and being in person usually clears things up quick!
Interesting idea! But you might face some serious challenges getting accurate info for every city since regulations differ so much. There are already services called permit expeditors who do similar work, especially for bigger projects. They know the ins and outs of the process, so it might be worth looking into that instead!
