I'm working on a DIY gazebo on my patio, which sits on poured concrete. I have 10mm wide anchors to use but I'm wondering if it's really necessary to invest in a hammer drill just for this project, or if my regular drill can handle it.

You definitely want to get a hammer drill or an SDS drill. Regular drills just aren't cut out for this kind of job and will leave you frustrated. You might check for used ones—often you can find them for $20-$50, or new ones starting around $80.
If you're set on trying with a regular drill, pick up some masonry bits; it'll be a slow process though. I saw one at Wal-Mart for about $30. But honestly, renting a hammer drill would be your best bet if you don't plan to use it again. Lots of folks have them, maybe a neighbor could help out too!
