Do I Need a Permit to Add a Bathroom in My House?

I recently inherited my parents' house in Florida, and I've been living here for a couple of years without homeowner's insurance. I'm looking to add a new bathroom by utilizing existing space, which would make it a 3 bed, 2 bath home. I've been recommended a plumber who has done work for family before, and I've been told I might not need to pull a permit for this project. If I go ahead without a permit and everything turns out fine, what could I face as a consequence?

That’s what worries me! I plan to sell in a year or so, and I’m not sure how to explain the new bathroom to potential buyers or the insurance company. My handyman says it’s not an issue if I wait a few years before selling, but I'm not so sure.
