I'm getting ready to start some plants from seeds, specifically eggplants and peppers, since I'm in zone 7. I'm wondering if I really need to invest in grow lights and heating mats, or if I can just place the pots in my window. Money's a bit tight at the moment, so any advice would be great!

I've successfully started peppers indoors without grow lights! I used to live in a darker, north-facing apartment and still managed to get them going in the window. So, you might be okay to try it out.
I've been starting my plants in solo cups on a south-facing window sill for years without any grow lights. Just make sure your cups have holes for drainage and then you can bottom water them as needed. Starting simple is definitely a good move if you're just getting into this. I've never used a heating mat either, and it hasn't stopped my plants from growing.
It really depends on how much natural light you get through your window. If your budget is tight, I'd say give it a shot in the window first. If it doesn't work out, you can always grab some seedlings from a garden center later.
