Do I Need Permits for a Ground Mount Solar Array in PA?

I'm starting to install a ground mount solar array in Pennsylvania and I'm really scratching my head over the permitting process. I spoke to my township supervisor, and they told me I don't need any permits for my solar array. However, my electrical utility mentioned that I must get an inspection from a PA-certified electrical code inspector before I can connect my system. When I contacted a local inspection service (Bureau Veritas), they insisted that I do need permits, citing the 2018 IRC and 2017 NEC codes available on the ICC's website. I'm really confused about what the rules are—do I actually need permits, and if so, who is requiring them?
