Ever Seen a Toilet with a High Flapper?

I've run into a weird issue with a toilet in my apartment. When I checked out the tank, I was surprised to see that the flapper and drainage hole are positioned an inch or two above the bottom of the tank. This means that if I need to do any repairs or replacements, the tank won't fully drain. Every toilet design I've come across shows the flapper right at the bottom. Has anyone experienced this unusual setup before?

That setup is pretty common these days. Most toilet tanks don't empty completely anyway. If you're replacing the flapper, a universal one should still fit. But if that doesn't work, try bringing your old flapper to a plumbing supply store; they almost always have options available.
