I recently tried to hang some curtain rods in our rental home. After drilling a hole, I realized it needed to be adjusted, so I drilled again. That's when my wife suggested using an anchor, which I didn't do at first. Now I'm left with a bigger hole than I want. I have some drywall putty on hand but I'm worried it won't hold if I drill back into that same spot. I've ordered dowels to try that, but I've mostly seen those used for wooden structures. I also got some toggle bolts, but I'm unsure if that's the best solution in the long run. Do I need to just patch the drywall and start over?

I'd recommend using toggle bolts for better support since curtains can get pretty heavy. Just patch up that hole with putty so it looks nice afterward!
If that hole is already sizable, go for Toggler drywall toggles. They hold really well and have kept my heavier curtains up when other anchors failed!
Honestly, just patch those holes up and drill new ones straight into the studs next to the window. You want to avoid relying on drywall anchors—they can loosen up over time with the weight of curtains.
Not to mention, lots of rental places don't even have wood framing!
Just make sure your curtain rods are anchored properly to studs or lath for stability.
