Help Needed: What Hardware Can I Use for a Unique Door Latch?

I'm searching for a specific type of door latch hook that can operate from both sides of the door. I'm looking for something that consists of two hooks swinging on a fulcrum, allowing them to move in unison so they can be hooked into separate loops on either end. I'm really at a loss about where to find this hardware, so any suggestions would be greatly appreciated!

But how would these hooks move together if one is on the door and the other on the frame? If they're on the same piece, what’s the point? Can you share more about what you're trying to achieve?

No, one hook would be on one side of the door, where someone would be standing to come in, and the other hook is on the other side, like where the other person would be standing to let them in.
