How Can I Effectively Clean Out a Clogged Drainage Pipe?

I'm dealing with some drainage pipes right in front of my house that the city doesn't seem to maintain, and it's causing all sorts of backups and flooding when it rains. I've managed to clean out a few smaller pipes by hand using a shovel, but the longest one is about 15-20 feet. Any suggestions for DIY methods to clear it out? Most of the blockage seems to be leaves and dirt, with the pipes having sat clogged for years (I'm a new owner here). I even tried using a leaf blower, but that didn't help much. I'm looking for effective ways to tackle this myself—thanks!
