How can I effectively soundproof my house from noisy neighbors?

I've been dealing with noisy neighbors behind my house, and it's becoming unbearable. They have an outdoor music system and a barking dog, and the noise is constant throughout the day. I've got about 12 windows facing them, and even my media room with no windows still lets in a lot of the sound. I'm ready to spend money to fix this issue, but moving isn't an option for me. What are the best ways to soundproof my home?
