I'm moving into a dorm next year and, honestly, the carpet is just plain ugly—it's this rough, flat stuff that really doesn't look good at all. I'm curious about whether I can place a new carpet over the existing one, or if I should just stick to buying a rug instead. Also, the walls are painted in a dreadful green/yellow shade, and I'm looking for some stick-on wallpapers that won't ruin the paint when I remove them. Any tips or suggestions?

Definitely go for an area rug! Just keep in mind that you'll need to roll it up during breaks so they can clean your dorm. As for the wallpaper, most stick-on options might damage the paint when you take them off. Instead, consider using drapes or sheets hung with command strips—those work well and are less likely to mess up the walls.
You can totally put a rug on top of carpet! I did this in my previous rental, and it turned out great. Just get a rug that covers enough area to brighten up the space.
