You might want to use a router with a circle cutter attached to a track. This way, you can guide the router around a pivot point and control the depth more easily. Just make sure to set it up correctly for a smooth cut!
Using a guide bushing sounds like a solid plan! Setting your channel to the width of the bushing can help keep the bit straight. Spacing those grooves might be the tricky part though!
If you have a wood lathe, indexing it would be a breeze! You could create an index plate for your router to cut straight lines. Just cut each groove incrementally as you turn the piece.
