I recently inherited an old table saw that's still running well, but the surface of the top could use some TLC. I've heard that a smooth surface is crucial for safely pushing wood across it without extra force. What are some effective methods to smooth out the top again?

It’s really not as bad as it looks! If you have an orbital sander, just slap on some 120 to 180 grit sandpaper and go at it. It should come back to life pretty quickly.
