You can find black oil sunflower seed, which works for birds but can also germinate, at $20 for a 40-pound bag. So, for your budget, that could be around $160 plus tax for a good amount of seeds to start with. It might be the most cost-effective way to go!
I tried planting around 200 sunflowers and lost half of them before I figured out how to protect them from critters. Using chicken wire helped a ton! Have you checked to see if you have permission to plant in those areas? Sometimes places get mowed down, and it would be heartbreaking to see your hard work just cut away.
