I recently moved into a 1960s house that has AC, but my office and gaming setup are on the second floor. With the heat soaring into the high 90s last week, it's unbearable up there. The basement is unfinished, but it has painted walls and floors, installed lights, and plenty of outlets. It's always dry, thanks to moving a downspout, and has HVAC, keeping it nice and cool. I'm hoping to make it more livable without doing major construction. I have windows down there, but natural light isn't a priority. I need ideas for dividing the space without walls, cheap flooring options, and soundproofing the ceiling since the bedrooms above tend to create a lot of noise. Any thoughts or suggestions?

Before diving into the basement reno, it might be worth checking your attic insulation first. For around 3-4k, you could fix potential heat issues there instead. This way, you may not have to invest as much in making the basement livable right away.
If your gaming PCs generate a lot of heat, consider moving them to the basement. You can run Thunderbolt cables up to the second floor for display and inputs. It’s a more budget-friendly solution, and it keeps the heat out of your main office space! Plus, you wouldn’t have to spend all day in the basement. Just a thought!

I love that idea! I was also thinking about getting one of those portable AC venting systems for my PC to vent the heat outside after long gaming sessions.
