I had a similar problem, and I sprayed my running bamboo with gallup glyphosate last year. Not the most popular option, but I used it straight up instead of diluting it. It took a few weeks, but the leaves fell off, and it hasn't grown back in a year. Now I just need to deal with the tedious task of cutting it all down and digging it out.
If you're seriously overwhelmed, consider hiring a bamboo removal company. I hear they're becoming popular along with Japanese knotweed specialists. It may not be cheap, but if it's really getting out of hand, it might be worth the investment.
Honestly, pet-friendly options probably won't do much. You might need to go for something stronger, like glyphosate-based weedkiller. You’ll likely have to apply it multiple times for it to work. If your neighbor still has the bamboo, getting rid of it on their side is a must first. Dig up as much as you can, and for any new shoots that pop up, cut them and pour a bit of glyphosate directly on them. That should help take care of it over time.
