How Do I Identify Wood Rot or Mold in My Old Windows?

I have some really old windows in my closet, and I'm not sure if I'm dealing with wood rot or mold. There's this fuzzy stuff that almost looks like lint. Can someone help me figure out if there's actual rot in the wood? Also, do I need to replace the window or can I just try to fix it myself? Here's a link to a photo: https://imgur.com/a/nI6plk1

You won’t know for sure about the wood until you scrape off the paint. Grab a flat putty knife and try peeling some of it away to see what’s underneath. The fuzziness could be either mold or something else, but it's hard to tell just from the picture. Good luck!
