How do I prepare the ground for a 3’x3′ metal shed?

I'm planning to set up a 3'x3' metal shed to store a foldable push mower and some tools. What kind of ground preparation do I need for this? Since it's relatively small, I'm thinking concrete might be overkill, maybe something like pavers, deck blocks, or even a pallet? And just to clarify, I'm not including flooring in this question.

Just a heads up, some places need you to secure the shed to handle certain wind speeds so it doesn't blow away. They sell cable and anchor tie-downs for that, but there are other methods too if you look around.

You could go from doing nothing to laying concrete, depending on how serious you are about keeping rodents out. It’s worth considering if that’s a concern for you.

You can definitely use a single large paver! Just make sure to put down some crushed stone for a solid base, and you'll be all set. A couple of beers while you get it done wouldn’t hurt either!
