Honestly, you don't need to stress too much. Just put the rod in the ground; even 4 feet should be enough. If they dig it up and question you, they'll see it's deep enough. It's a pretty low-maintenance requirement for that wattage.
For a 100-watt panel, going for a longer grounding rod is a good idea, around 8 feet should do the trick. If digging straight down is a hassle, you can even bury it sideways. Just make sure to meet your local code requirements!
