I'm in the process of finishing my basement and I've hired an engineer to design some new stairs that comply with building codes. I need to expand the stair opening by 98 cm, which is doable since the space above is just a closet we can tear down. The tricky part is that I'm a bit short on meeting the rise and run measurements. I can get close to compliance by making the run 25 cm instead of the required minimum of 25.5 cm. How strict are building inspectors about this kind of stuff?

You could try making the top and bottom steps compliant with the code and then see how it goes. As long as you keep the height difference within 3/8" between the biggest and smallest steps, you should be fine. But good luck with your cuts and layout!
