I just discovered that an old HVAC line set has leaked oil all over my new concrete patio, which was poured only two weeks ago. I've tried using dish soap, but it seems to be making the situation worse. What are some effective methods to clean this up?

You might want to try using brake cleaner. Just spray it on the oil spots and wipe it off with paper towels. It might take a couple of rounds, but then you can pressure wash the area to clear everything up. Since your patio is still pretty new, it wouldn’t hurt to contact the company who poured it for advice too!
ZEP industrial degreaser from Home Depot is a solid option for getting rid of that oil. Just make sure to read the instructions, though, as it can be corrosive and might harm any plants nearby.
Have you tried trisodium phosphate (TSP)? It's a powder or granule. Just wet the area, sprinkle some TSP, scrub it with a broom or brush, let it sit for a bit, and then scrub again before rinsing with water. It should help lift that oil right out.
