I've got a problem with water pooling right in front of my garage during rainy days, and it seems like the city isn't willing to help with grading issues. Is there anything I can do on my own to redirect the water and reduce the flooding?

Have you looked into whether the city is responsible for maintaining that alley? If they are, you could either wait for it to deteriorate enough to force them to act, or escalate the issue to a higher authority and express your concerns more formally. A lot of times, putting pressure on them can make a difference!
That's a good point! I’ve already reported it several times, but each time my complaints are just closed without any action. They claim there’s no severe damage like potholes, so nothing gets done.
