How to Deal with Surface Rust on a Camper Trailer?

I recently got a secondhand camper trailer, and I've noticed some surface rust on the top. When I peeled back the black paint, it revealed quite a bit of rust underneath. It seems to be only surface-level. Should I go ahead and remove all the paint, treat the rust with a spray, or is it better to leave it as is?

You might consider scraping off just enough to apply a rust converter paint. It's designed to stabilize rust and can save you some work. Just search for rust stop products and see if that works for you!

It sounds like they painted over the rust to hide it, which isn't great. I recommend stripping that paint away, sanding down the rust, treating it with a rust spray, and then repainting to protect it. Sorry, but that's probably the most effective way to deal with it.
